Liberalisation

    The revision of energy law in 1998 opened the German gas market to competition. Additional regulations for the market opening are contained in the revision of energy law in 2003. The Second Act to Reform the German Energy Management Law of 7 July 2005 (EnWG 2005) implements the EU directive 2003/55/EC of 26 June 2003 in German law. This directive required all European energy buyers, i.e. households and the industry, to be able to access a fully liberalised market as of 1 July 2007 at the latest. The objective is to include as many parts of the supply chain as possible in free competition and to ensure market-driven consumer supply at the best conditions.
